The Regulations

At present, the Philippines is home to approximately 15 million adult smokers. Even though many have contemplated quitting, very few have succeeded in their cessation efforts. This underscores our importance of creating an environment where quitting entirely, or changing to better alternatives are encouraged.  

 

Bringing an end to smoking can be catalyzed by adopting regulations that are supportive of smoke-free alternatives. Countries that take similar policy approaches are seeing more rapid declines in smoking rates than countries that treat these products in the same way as cigarettes.

 

The pivotal Vape Law, enacted in 2021, aims to reduce the prevalence of smoking and safeguard minors from the reach of smoke-free products. Progressive legislation of this nature marks a significant stride forward as regulators heed evidence-based information on tobacco harm reduction.

 

Here are some key highlights:

  1. Age Restriction and Verification: It is illegal to sell or distribute heated tobacco, e-cigarettes, and vape devices to individuals under 18. All buyers must provide identification to prove they meet the age requirement.
     

  2. Product Standard: The law ensures that vaporized nicotine and non-nicotine products meet internationally accepted standards to protect public health.
     

  3. Packaging and Labeling: Products must have proper packaging and labeling, including graphic health warnings and child-resistant and tamper-resistant features.
     

  4. Support for Smokers: The law aims to reduce the harm caused by smoking by providing safer alternatives to cigarette smoking.
     

  5. Enforcement: There are strict penalties for violations, including selling to minors and non-compliance with the law, such as selling illicit vaporized nicotine and non-nicotine products.
